A message from your Council
The Council is engaged on several important projects in addition to the very considerable workload of day to day matters. We meet approximately every six weeks and all parishioners are welcome and encouraged to attend the meetings as this is not only a great opportunity to bring matters to our attention, but also to hear firsthand what it is that the Parish Council our doing for you. Minutes are made public a few days after each meeting has taken place and are posted on the village noticeboards, this website and the noticeboard in the Plough. Notices of meetings are available in the same manner and are published one week in advance of the meeting.

We’re here to help, so please feel free to contact the Parish Council on any matters that you think require our attention. Details of all members, their main areas of responsibility and contact details can be found below, although Councillors can be contacted on any matter you wish to bring to our attention. You will also find information on our District Councillor, Celia Collett and County Councillor, Patrick Greene.

Paul Otter

Mr Paul Otter - Chairman

I’m 42 years old, self employed and have lived in Long Wittenham since the age of two. As chairman I am the External Liaison for parish matters, which can include issues such as the proposed Didcot expansion, gravel extraction, and the incinerator. Anne Byard

Mrs Anne Byard - Vice Chairman

I have lived in the village for 30 years and have two adult children who grew up here, one of whom is a fellow councillor. I am responsible for the Financial Policy of LWPC, including grant funding for projects, budget planning, financial control as well as the PC newsletter. Mr Matthew Clifton

I live in Fieldside with my wife Grace and daughter Martha, with another
daughter due in March 2010. We also have a mad Cocker Spaniel called
Ffergal. I have lived in the village for 6 years and work for Waitrose,
having previously served in the Army for 9 years. In my spare time I enjoy
gardening, cooking and any sort of outdoor activity or sport. I am the
Councillor responsible for leading on Development Opportunities including a new Village Hall, land purchase and new sporting facilities and can be

Anni Byard

Miss Anni Byard

I grew up in the village and attended the Primary School. I returned to Long Wittenham after studying Eqyptian archaeology and the Ancient Near East at Liverpool University. I work for the British Museum as a Finds Liaison Officer and cover Oxfordshire & West Berkshire, hosted by the County Council. Tom Bowtell

Mr Tom Bowtell

I lived in the village from 1995 to 1999, then moved with my job to Poland and the USA for 8 years, returning to the village in 2008.  My wife Prew manages the school website and we have three children in the school.  We organise the village fun run and I am a keen runner.  We now live in West End Cottage just past Pendon.  I am a General Manager for a small not for profit consultancy on Milton Park and I have a sales and marketing background gained with a dutch multi national company.   I play football with the village old boys team that meets in the Plough on Tuesday nights. On the council I am responsible for Footpaths & Highway matters and can be contacted at bowtellt@googlemail.com

Patrick Greene

Mr Patrick Greene – COUNTY COUNCILLOR

Patrick Greene has lived in North Moreton for 41 years and is married to Mary, who joined Patrick as an elected Member of local government in 1999. Patrick has had a varied and successful business career running a local family engineering business, working as a political agent and latterly as a company director of a knitwear design and manufacturing business. Patrick has been an elected member of local government since 1995 and is committed to working for the local community.
