Bus service consultation

Long Wittenham’s only bus service linking the village with Didcot, Abingdon, Appleford and Berinsfield will come under scrutiny next year as Oxfordshire County Council seeks savings to its public transport bus subsidy budget. Service 97 will be one of many rural bus services in the county that will be examined.

There will be two open meetings to discuss issues at Wallingford town hall on November 9. At 2.30pm and 6.30pm.Comments and ideas must be with the county council by December 24 at the latest. In March decisions will be taken on new bus contracts starting June next year and running for six years.

Long Wittenham’s Monday to Saturday 97 service is run by Whites Coaches and attracts an annual subsidy of more than £45,500. Peak journeys from Dorchester to Didcot Girls School and return are provided commercially by Whites. Only off-peak and Saturday journeys receive a subsidy that works out at £3.95 per passenger.

Figures show that the route has generated passengers between Berinsfield and Didcot and has the potential for even more business with planned housing growth at Didcot during the six-year contract.

Assistant Passenger Transport Officer John Wood said: “There will be a meeting at the end of March to consider the bids for the re-tendered contracts. Some very difficult decisions will have to be made.

“Reductions in frequency, longer routes to combine two services into one or even complete withdrawal of services particularly of little used market day routes are very possible in the current situation.”

Options open for debate on Long Wittenham’s 97 service include continuing the present service but axing the Abingdon-Didcot arm; an hourly Berinsfield-Didcot service might be possible within existing resources and investigate a possible later afternoon service after the current 15.00 Didcot-Berinsfield service.

Should the route still go round parts of Ladygrove estate which is also served by route 93? At present it provides a morning service into the shopping area of Didcot and serves schools in Ladygrove.

A final option is to withdraw the service completely leaving Long Wittenham without a bus service. A fall-back option is to investigate a Dial-a-Ride service. The parish council wants to retain the service and would like to see an extra late afternoon bus.

Chicanes

Long Wittenham’s notorious chicanes could be coming to the end of the road. The parish council is in talks with Oxfordshire County Council to replace the chicanes with humps or speed cushions next year is a move to cut congestion and pollution.

Parish councillor Derek Shelton met John King from the county’s Highways department to discuss the state of roads in the village. Also on the agenda were the two chicanes with humps and the full width road hump in the High Street .

Mr Shelton said: “I raised the issue of pot holes and since then repairs have been carried out. We also discussed the topic of the chicanes and to my surprise Mr King shared the council’s view that the chicanes should be removed.”

Mr King said: “Delays and pollution are issues that need to be addressed and there’s also concern about wear and tear to the road surface on either side of the humps. We are looking at what can be done to improve traffic flows through the village at the same time retaining speed deterrents.”

The cost of removing the chicanes and humps and replacing them with new humps or speed cushions would be paid for by the county council. Work would involve the closure of the High Street but for how long and cost factors are uncertain as talks are in their early stages.

The traffic calming measures were introduced in 1995 at the request of the parish council, worried about speeding vehicles. The measures deter speeding but traffic volumes have increased since the expansion of nearby Didcot. At peak times in the morning and late afternoon there are frequent tail backs of vehicles held up at the chicanes and jams are often exacerbated by parked cars.

The parish council is keen to press ahead with new measures for the High Street but wants to retain the more recent chicane in Didcot Road that slows down traffic entering the village without causing congestion.

The council canvassed local opinion. Most villagers (80 per -cent) wanted the chicanes removed and 20 per-cent opposed the idea. Parish council chairman Tom Bowtell said there was a need to improve traffic flows through the village at the same time retaining measures that would deter speeding drivers.

The county council is looking at several options: retaining existing measures, removing the humps and leaving the chicanes, removing the chicanes and humps and installing cushions and removing all the traffic calming measures. Keith Stenning from county Highways said removing the humps and leaving the chicanes would be easiest to achieve but any changes would be subject to a Traffic Regulation Order at a cost of £3,000 and public consultation.

He said: “There is no guarantee that the consultation would support any of the changes or changes that could be afforded from the Didcot Locality Fund .We will be pricing all the options are will be reporting back.”

Playing on Saxons Heath

Ball games will continue to be allowed on the Green at Saxons Heath – but parents are being urged to encourage their children to use the revamped Acklings play area where there are facilities for football, cricket and basketball.

The parish council considered banning ball games on the green following complaints from some residents about noise and nuisance and the danger to children running into the road. The council delivered letters to 60 households seeking their views but only five people responded. Three were in favour of a ban on balls games and two were against.

In view of the poor response and difficulties in enforcing a ban the council has decided not to prohibit ball games on the green but will monitor the situation.

Here is a selection of views from some residents:

“I have lived at Saxons Heath and brought up five children for 50 years. The children loved to play on the green where I could keep an eye on them whilst I worked in the home. It is lovely to hear children playing outside.”

“Obviously Acklings is OK for an outing but small children could not go on their own and need to be close to home when parents have things to do in the house.Bodkins field is much better for the bigger children.”

“Could not the green be fenced off so that the children are safer from the traffic. To put a NO BALL GAMES notice up would stop almost every game children play from taking place.”

“I am 83 years of age and if I can cope with the children then surely younger folk can.”

Acklings sports field

Acklings sports field in Long Wittenham is back in action again ten years after play equipment was wrecked by vandals. It has taken on a new lease of life thanks to money from the Big Lottery and the Parish Council. The lottery pumped in nearly £10,000 and the council contributed £2,800.

The playing field has two concrete areas, one for basketball and the other for cricket. There is a five-a-side football pitch with goal posts secured into the ground.

The sports field was opened on July 17 with football games, cricket and basketball sessions. Council chairman Tom Bowtell said: “This is a wonderful facility for young people and I hope they will make use of it. A lot of time, money and effort have gone into re-opening Acklings.”

Builder Mark Bannister repaired the picnic bench. Nets for the football goals are stored by Tom Bowtell at West End Cottage (tel. 407261). Acklings is a dog-free play area. There is no parking facility and users are urged to walk and not park in the narrow road or in the nearby mobile homes park

The council hopes that youngsters who play ball games on the green in Saxons Heath will use Acklings instead because there have been complains from some residents about noise and nuisance. The council is considering banning balls games from the green but no decision will be taken until residents have been asked for their views.

Acklings can trace its origins to the late 1980s when a fund raising committee was formed to provide a village play area. Swings and an adventure trail were installed. Later additions included more swings, a slide, wood cabin, a sand pit and a wooden fort that cost £3,000.

In 1995 the council took over ownership and pay an annual rent to St John’s College which owns large tracts of land in and around Long Wittenham. But ten years ago play equipment was mis-used by older children and then vandals moved in wrecking equipment and setting fire to the fort.

With the Village Bonfire Party this year is on Saturday 5th November at 6pm, we are hoping to encourage as many of you as we can to build a Guy Fawkes and enter it into the competition, which this year is being sponsored by The Vine and Spice. Details can be found below.

The Project Britain website explains the history of the tradition (a child friendly version and you can use to explain to your children / grandchildren / great grandchildren … or use to remind yourself!). The Netmums website also has some ideas about building a guy as well as some other fun bonfire night craft activities for any of you wanting some things to do with the kids

  1. Build a Guy Fawkes – (it doesn’t necessarily need to look like Guy Fawkes, the more creative the better!)
  2. Display it outside your house / in your front garden from Sunday 30th October (so that the vicar can drive around to look at them all in readiness for judging)
  3. Bring it to the Firework Display Paddock behind Challis Farm at 3pm on Saturday 5th November for judging and announcement of the winner and prize

The winning guy will also crown the bonfire.
